Our Attorneys

Attorney Richard Lewis Locke graduated from Virginia Polytechnic Institute and State University in 1984 with a B.S. He graduated from the University of Virginia, School of Law in Charlottesville, Virginia, in 1987. Mr. Locke was admitted to the Virginia state bar and the U.S. District Court, Eastern District of Virginia, in 1987. He is a member of the Richmond and Henrico County, Chesterfield-Colonial Heights Bar Associations, the Virginia State Bar, and the Virginia Trial Lawyers Association.

Attorney Robert W. Partin graduated with a B.A. from Duke University in 1984. He graduated with honors from the University of Richmond, T.C. Williams School of Law in 1997. Mr. Partin was admitted to the Virginia state bar in 1997. He is admitted to practice in the U.S. District Court, Eastern District of Virginia; the U.S. District Court, Western District of Virginia; and the U.S. Court of Appeals, 4th Circuit. He was in the U.S. Marine Corps from 1984-1988. He is a member of the Richmond Bar Association, the Chesterfield-Colonial Heights Bar Association, The Virginia Trial Lawyers Association, and the Henrico Bar Association.

Attorney Dawn B. DeBoer graduated with a B.A. in Political Science and Spanish from James Madison University in 1983. She graduated from the T.C. Williams School of Law at the University of Richmond in 1986. She was admitted to the Virginia Sate Bar in 1986. She is admitted to practice in the U.S. District Court, Eastern District of Virginia; U.S. Bankruptcy Court, Eastern District of Virginia; and the United States Court of Appeals for the Fourth Circuit. She is a member of the American Bar Association, the Virginia Trial Lawyers Association, the Virginia Bar Association, the Richmond Bar Association, the Henrico County Bar Association, and the Metropolitan Richmond Family Law Bar Association.

Attorney Colleen Marea Quinn graduated with a B.A. in English and Philosophy from the College of William and Mary in 1985. She graduated from the University of Virginia School of Law in 1988. She was admitted to the Virginia state bar in 1988. She is admitted to practice in the U.S. District Court, Eastern District of Virginia, U.S. District Court, Western District of Virginia, U.S. Bankruptcy Court, Eastern District of Virginia, and the U.S. Court of Appeals, 4th Circuit. She is a Fellow in the Litigation Counsel of America, the American Academy of Adoption Attorneys and the American Academy of Assisted Reproductive Technology Attorneys. She is a member of the American Association for Justice, the Virginia Trial Lawyers Association, the Virginia State Bar, the Richmond Bar, the Metropolitan Richmond Women's Bar, the Richmond Women's Business Consortium, and the National Association of Women Business Owners.

Attorney Shannon Otto graduated with a B.A. from Virginia Polytechnic Institute and State University in 2000. She graduated from the University of Richmond, T.C. Williams School of Law in 2004 and was admitted to the Virginia state bar that same year. Ms. Otto is a member of the Richmond Bar, the Virginia State Bar, and the Henrico County Bar Association.
