Attorney Richard Lewis Locke graduated from Virginia Polytechnic Institute and State University in 1984 with a B.S. He graduated from the University of Virginia, School of Law in Charlottesville, Virginia, in 1987. Mr. Locke was admitted to the Virginia state bar and the U.S. District Court, Eastern District of Virginia, in 1987. He is a member of the Richmond and Henrico County, Chesterfield-Colonial Heights Bar Associations, the Virginia State Bar, and the Virginia Trial Lawyers Association.Attorney Robert W. Partin graduated with a B.A. from Duke University in 1984. He graduated with honors from the University of Richmond, T.C. Williams School of Law in 1997. Mr. Partin was admitted to the Virginia state bar in 1997. He is admitted to practice in the U.S. District Court, Eastern District of Virginia; the U.S. District Court, Western District of Virginia; and the U.S. Court of Appeals, 4th Circuit. He was in the U.S. Marine Corps from 1984-1988. He is a member of the Richmond Bar Association, the Chesterfield-Colonial Heights Bar Association, The Virginia Trial Lawyers Association, and the Henrico Bar Association.

Attorney Shannon Otto graduated with a B.A. from Virginia Polytechnic Institute and State University in 2000. She graduated from the University of Richmond, T.C. Williams School of Law in 2004 and was admitted to the Virginia state bar that same year. Ms. Otto is a member of the Richmond Bar, the Virginia State Bar, and the Henrico County Bar Association.
